I want desperately to return to the rural RV park lifestyle I had before I was widowed.
Above photos, that was the last happy day of my life and it was the last day we were together in our home before the COVID – induced madness that led to his death and my descent into crisis of facing breast cancer as a widow and with this RV broke down ever since. It broke down on this day, and continued to be broke down for FIVE YEARS until a few months ago.
I’ve lived in it most of that time, broke down, unregistered at San Francisco’s Vehicle Triage Center (closed March 3, 2025) located at 500 Hunter’s Point Expressway, Bayview, San Francisco. They call it “safe parking” but it was anything but that. The entire time I lived there, thousands of dollars spent on paper to help me, but in reality, it was one broken promise after the other, by people so smug it would make you ill to listen to the thousand-plus tapes I’ve made of them (link at the bottom of this page), not to mention the City hiring inept unlicensed equally arrogant mechanics who did even more damage to my RV (and other people’s because this happened to 35 of us!) When the “safe parking” closed, we that hadn’t gotten out already (about 20), we were all towed to the street and left for the police to scoop us up and tow away our homes.
However, on April 15, 2025, with help of two amazing and persistent volunteer street mechanics, the starting problem was solved.
Yes, a few more small (but essential) issues, then to pass smog, clear the tickets I’ve accumulated since March 3, 2025, and pay DMV $1500. Then I can escape this urban hell that hates gypsies so much they have instituted a ban on RVs and occupied large vehicles starting November 1, 2025. We have to move every two hours or be ticketed -and-towed. I’m told people left and right are losing their RVs. See, last P.I.T. count there were 1,400 plus RVs counted. Only 437 were put in the “Large Vehicle Task Force” data base. So the rest of us, what exactly?

The new “Refuge Permit” program that the Dept of Homelessness/ SFMTA is “offering” is only for 437 of us here in month of May 2025 (counted by the police and put into a secret database they share). The email I got back once the website was (finally) up says I’m not on the list for a “Refuge Permit”. I appealed on Sept 29, 2025 and have heard not a word. I can prove RV was here month of May with several tickets, a 72-hour notice, and two FILMS of it being driven with street names showing. Yet I’m told in email that I’m not on the list for a “Refuge Permit” and they “strongly suggest” that I find “alternative parking arrangements “.
Oh, I am. You can count on me parking this in a courtroom.
UPDATE: Oct 31, 2025 an Urban Alchemy duo showed up and gave me the “Refuge Permit”. No discussion. No telling me about the program, here and gone in 7 minutes. Full tape on my YouTube channel. In the paper I signed (without reading), I agreed to move indoors and give up my RV.

My goal is (and has always been) to move back into the Thousand Trails RV Resort system, so I can stay within 80 miles of my family and health care here in San Francisco, while still having the joy of being back out in the country again.

Funding is needed for ink, paper, and postage. Per the RV, I am still determined that the City will fulfill their (four-year) promise to do what is right by my RV repairs. That’s why going to court is, at this point, necessary.
Here is what I filed in Superior Court last week. However long God gives me, with all my strength, I am going to talk about what happened to me – and the others – at the “safe parking program”.

On Oct 9 and 22, 2025 I filed the above as the opening chapter of the story that began in 2020, a story about the way the Dept of Homelessness actually treats people they “serve”, and for which services, the taxpayer is forced to up millions, billions even, and for what?
I went for the heart of it: the financial oversight that allowed for the placement of approximately 150 people in San Francisco’s Bayview Vehicle Triage Center’s full span of operations from Jan 2022 to March 2025, probably more than one-hundred-fifty humans (mostly old, disabled, already-ill plus their own Urban Alchemy staff), not to mention our pets, all exposed by living next door to a NPL SuperFund site as radioactive as Hunter’s Point Shipyard. There was constant digging and soil disturbance the whole time I was there (two-and-half years).
When I had the opportunity to see the soil samples I took under a microscope, I could barely hear what the Professor was explaining about the “more exotic heavy metals”, all I could see was the spike the column for lead made. It looked like Mt Fiji against the rest. What happened Jan 2022 to March 2025 at the “safe parking” program makes Flint, Michigan look like a toddlers’ birthday party.

A neighborhood group filed this complaint November 2022 and made the awful 16 unpermitted generators go away about three months after I first arrived.
The media in the PDFs below (online Google Candlestick 35 ) which occured as a result of my forming a Tenants’ Union as a unified community protest at the horrific “Vehicle Triage Center” in 2023. The 2024 pro se litigation listed above as Mayon v Breed plus the appeal papers are about the site and its management by Urban Alchemy.
Below report is proof that the City had it on paper that the soils were toxic. This excavation was a $2 million dollar contract to “install electric”. We lived without electricity until Jan 2024 and then it was only 8 hours at night. I have many films of the electric boxes being shut off. We – the union members sent emails and went to meeting to personally ask for more hours – FILMED – and we were told no. An 81-year-old man with problems from a prior stroke died on March 4, 2024, the coldest, rainest night of the year. He died outside trying to get to his SUV. There were two rows of fencing between his RV and his truck. ADA meant nothing to these Dept people or Urban Alchemy. So toxic soil was even less important because the goal of the Vehicle Triage Center was to drive us “indoors”, into their slum hotels they call “studio apartments”.

Below is the book I compiled about how the San Francisco Dept of Homelessness non-profiteers treated me BEFORE my internment at Camp Dismal against my will on August 9, 2022, promising repairs. Photo below is from that day, taken right after I agreed to go. You can see the front wheels are already on the tow truck.
I would be there 2 and half years in a border zone property to the infamous Hunters Point Shipyard, with digging the whole time we were there. Still and all, I do have to say I am inordinately proud that the efforts of the tenants union we formed closed the place down. I never shut up about how poisonous the place was.
